Which port does what, and the limits that actually apply.
Ports

⚠ The last working port is 29999
The range was opened "up to 30k", so 30000 itself refuses. If you generate ports programmatically, stop at 29999 — otherwise one connection in a few thousand fails with no explanation.
Connection limit
5,000 concurrent connections per account. That is different from how many ports you may use — you can use thousands of ports, but only 5,000 may be connected at the same time.
Quota expiry
The quota you buy does not expire. There is no end date and no monthly fee.
